Yes, sulcatas are also called African Spurred tortoises. Some people will also call them "Spur Thighed" tortoises, which incorrect and is generally used to describes Greek tortoises.
That tortoise is terribly pyramided. It can be corrected, but not reversed.

true, if pyramiding is worse than this one, then it probably has MDB also and makes it look a lot worse. pretty sad, i hate seeing tortoises like that...

Explain this pyramiding? I can see what you are talking about and obviously it's bad. How do you prevent it?

The thinking has changed.
It used to be that it was felt it was caused by improper diet.
Now it's believed it's due to lack of humidity.
Herpers were keeping them too dry because of where they come from, but they didn't take into consideration how much time they spend in their humid burrows.
Without the humidity the shell can't grow and expand properly, hence the deformed carapace.
